Project Officer, Dhaka at The International Federation of Red Cross and Red Crescent Societies

The International Federation of Red Cross and Red Crescent Societies (The Federation) is the world’s largest humanitarian organisation. The Federation has been working with Bangladesh Red Crescent Society (BDRCS) for more than 35 years and also with other Participating National Societies in humanitarian fields mainly disaster response and management, cyclone preparedness, disaster relief, recovery & rehabilitation, Health, community based disaster preparedness, risk reduction and mitigation, etc.

The German Red Cross, member of the Red Cross Red Crescent Movement, is part of a worldwide community assisting victims of conflict, disaster and people affected by social or health-related crisis. The Red Cross Movement provides vulnerable people with assistance exclusive of discrimination of nationality, race, religious beliefs, class or political opinions and adheres to the seven principles of the Red Cross movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross intervenes in disaster preparedness, response and rehabilitation, health, social and environmental as well as capacity building projects in cooperation with international sister organisations within the movement. German Red Cross (GRC) is working in Bangladesh under the integration agreement with the International Federation of Red Cross and Red Crescent Societies (IFRC) Bangladesh Delegation. German Red Cross of the International Federation of Red Cross and Red Crescent Societies Bangladesh Delegation is searching for some experienced “Project Officer” (male/female)for the project area Dhaka. The duration of the contract is initially planned for seven months with possible extension up to three years.    

Purpose:  

The Project Officer has the responsibility of implementation of Project activities in coordination with the other team members and in close coordination with BDRCS counterpart. He/she will work closely with BDRCS in consultation with Project Delegate and Senior Representative of German Red Cross.The Project Officer will ensure adherence to GRC, IFRC and BDRCS standards, policies and regulations and will be responsible for day-to-day progress and implementation of the project, ensuring that work plan is well understood and implemented accordingly with the highest standards of service, quality of financial and administrative management, and accountability, thus contributing to the overall efficient and effective running of the project.


Specific duties and responsibilities:

  • In coordination with BDRCS counterpart and under the supervision of the Senior Officer and Project Delegate/ Senior Representative, the Officer should ensure and maintain effective communication and liaison with project related counterparts and other relevant stakeholders;
  • Support the Senior Officer and Project Delegate/ Senior Representative in the planning, designing, budgeting of project activities, being directly responsible for the overall implementation and management of the project;
  • Should be able to take lead on various UDRR components such as Research and fellowship, knowledge management of events and documentation. Should be able to develop programme briefs and monthly reports based on the project progress;
  • Maintain necessary communication to facilitate effective coordination for project delivery with Volunteers and BDRCS city unit on daily basis;
  • Monitor and supervise technical interventions to ensure implementation according to agreed standards and within budget and take appropriate remedial action if/when standards are not being met;
  • Prepare regular and ad hoc reports and technical overviews as needed and submit to the line manager;
  • Co-responsible for the implementation of project activities at urban wards / Urban institutes, School interventions   in line with defined action and work plan and in very close coordination with BDRCS city Unit.
  • Assist the team in organizing workshops, meetings/ sessions, trainings, rallies, awareness raising and competitions, etc. at ward / school level or anywhere as required by the Delegate and Senior Project Officer
  • Supervise and provide necessary support to urban volunteers/RCY volunteers;
  • Support organizing drills and simulations at zone and ward level in coordination with BDRCS and relevant authorities;
  • Work with WDMC and other relevant stakeholders, like the FSCD, for defined project activities and to ensure a linkage between different stakeholders of the project;
  • Collaborate with other Red Cross Partners (IFRC, BDRCS) at field level (unit level.)
  • Effectively participate in coordination meetings, clusters and working groups as directed by the Project Delegate/ Senior Representative.

Specific duties and responsibilities in coordination matters:

  • Provide regular updates to the Senior Officer and the Project Delegate and point out actions to be taken on project progress and delays
  • Ensure regular and effective coordination with BDRCS and regularly participate in coordination/cluster meeting;
  • Ensure effective communication with stakeholders, partners, local communities and beneficiaries on technical and project issues;
  • Maintain open and regular coordination and communication with the involved BDRCS Departments, Unit level officers, other PNS having Urban programme
  • Coordinate efficiently with the Finance and Admin team and all field/support staff to ensure consistency of quality delivery across the identified responsibilities;
  • Any other job that might deemed necessary by the management;
  • Should be able to travel to other duty stations as required by Project Delegate from time to time

Duties Applicable to All Staff:

  • Establish and ensure effective working relationships with colleagues and partners;
  • Ensure effective working relationships with IFRC and National Society managers and leadership;
  • Ensure effective working relationships with involved BDRCS Departments (e.g. DRM, Training, Planning and Development, Youth and Volunteers, Response);

Educational attainment and relevant experience:

  • Bachelor degree in Social Science, Development Planning, Disaster Management, or related field;
  • Minimum of 5 years work experience in a related field;
  • Knowledge of budgeting, budget oversight, accounting principles and practical application of financial systems, experience in administrative and logistic work;

  • Skill & Knowledge:
  • Capacity to working under pressure;
  • Excellent knowledge in excel and writing skill and monitoring and learning tools;
  • Ability to work in a cross-functional environment;
  • Strong interpersonal skills and good understanding of the global organization;
  • Excellent written and verbal communication skills and the ability to provide authoritative advice;
  • Ability to work to tight deadlines and handle multiple tasks;
  • Fluently spoken and written English;
  • Ability to understand and work with Government Law/Ministries;

  • Disposition:
  • Able to travel always and within short notice, work outside normal working hours as the situation requires and under stressful working condition
  • Ability to work independently on own initiative and also to contribute as part of a team;
  • Ability to understand and work with Government Law/Ministries
  • Willingness and ability to learn, flexibility and adaptability;
  • Ability to get on well with a wide variety of people;
