Organizational context:
Bangladesh hosts close to one million Rohingya refugees in 33 camps in Cox’s Bazar District and on the island of Bhasan Char. Moving into the seventh year of the Rohingya crisis, the operation is no longer an emergency operation but a protracted one with increasing emphasis on refugee resilience and self-reliance initiatives in addition to the need for continued lifesaving and life-sustaining support. Bangladesh is one of the largest refugee operations with a unique inter-agency coordination mechanism and recently evolved political environment.
Since 2019, UNHCR Bangladesh has been one of the few pilot countries globally participating in the Rights Mapping and Analysis Platform (RiMAP). RiMAP is designed by the Division of International Protection (DIP) to provide comprehensive information on domestic laws and policies regulating access to rights for refugees, asylum-seekers, and stateless persons globally. RiMAP offers an internal online platform and methodology for collecting and analyzing legal data across specific rights categories.
The position:
The Dhaka Protection and Solutions Unit (DPSU) at the UNHCR Representation Office in Dhaka, in close collaboration with the UNHCR Sub-Office in Cox’s Bazar, has conducted comprehensive inputs and analysis of Bangladesh’s legal protection framework across several rights categories that impact refugees and asylum-seekers in Bangladesh. Bangladeshi laws, policies, case laws (covering 102 domestic legislations), and international laws (encompassing 58 international, regional, and bilateral instruments) that affect the persons UNHCR serves in Bangladesh have been analyzed. Analysis and review of five additional rights categories remain, for which comprehensive research and critical analysis needs to be carried out for UNHCR internal purposes.
A suitably qualified legal Intern is being recruited to conduct desk review of the relevant legislations and relevant documents, and assist in analyzing and finalizing the review of the specific questions under the remaining rights categories. The Intern will also be responsible for ensuring appropriate upload of the specific responses to UNHCR’s internal RiMAP online platform. The Intern will further conduct review of legislation uploaded to the RiMAP online platform to ensure relevant legislation is appropriately uploaded and accurately referenced.
The internship will be a full-time position for November and December 2024 with the possibility to extend for one month into 2025 depending on operational needs.
Duties and responsibilities
• Acquire proficiency with the RiMAP online platform to facilitate legislative and rights category review and updates.
• Provide support to the RiMAP focal point at UNHCR Dhaka and Cox’s Bazar in updating, monitoring, and finalizing analysis of national and international legislative and policy developments that impact refugees and asylum-seekers in Bangladesh.
• Coordinate and work with other staff from different functional units from UNHCR offices in Bangladesh as required to finalize rights category review.
• Responsible for uploading all new rights category responses to RiMAP and ensuring relevant legislation is accurately referenced on RiMAP.
• Any other relevant tasks as needed.
Desirable Qualifications and Skills:
• University degree in Law (LLB Honors or higher) from Bangladesh .
• 1-2 years of experience in legal research, analysis and writing with excellent legal analytical and legal interpretation skills.
• Strong drafting skills.
• Solid knowledge of Bangladesh’s national legal and policy frameworks.
• Excellent computer skills and knowledge of MS Office applications.
• Ability to work under minimal supervision.
Language Requirements: Fluency (written and spoken) in English and Bangla.
